Active Collaborative : Primary Healthcare Financing and Service Delivery

Purpose

The Primary Healthcare Financing and Service Delivery Collaborative aims to support countries in strengthening primary healthcare (PHC) systems by sharing practical lessons on implementing PHC reforms, including sequencing approaches and navigating common bottlenecks. It is focused on jointly exploring strategies for improving PHC resource allocation, provider payment mechanisms, and provider autonomy.

Expected Outcomes

The collaborative is advancing actionable learning through in-person convenings, virtual pairings, and workshops, ultimately accelerating more effective and sustainable PHC reforms.

Progress

  • The collaborative launched April 23-26, 2024 at a meeting in Nairobi, Kenya, where three learning and discussion topics were prioritised: increasing resource allocation for PHC, designing and implementing provider payment systems to incentivize the provision of quality services, and the provider autonomy and accountability measures needed for providers to use resources effectively.   • The collaborative met for the second time from April 23-25, 2025 in Accra, Ghana to validate the PHC provider autonomy continuum, identify where countries are on the continuum and the accountability arrangements in place for PHC financial resources. Learnings covered topics ranging from how funds flow to the sub-national levels, provider autonomy to utilize funds, the accountability mechanisms to ensure effective stewardship of funds and inputs and the practical approaches to balancing autonomy and accountability.   • The third and final meeting was held from September 24-26, 2025 in Jakarta, Indonesia, during which participants reviewed and validated the collaborativeโ€™s knowledge products and country profiles. (Full Report).
