Empanelment: A Foundational Component of Primary Health Care

In many health systems, empanelment signifies a step toward more effective and better coordinated primary health care by helping to transform reactive care, oriented around visits, into proactive care that can deliver broader improvements to population health.

In 2017, the JLN’s People-Centered Integrated Care collaborative convened practitioners from 10 countries to further define empanelment and explore its contributions to a country’s universal health coverage progress. With the support of facilitators from Ariadne Labs and Comagine Health, the practitioners co-developed this overview of empanelment.
