A Guide to Common Requirements for National Health Insurance Information Systems updates the JLN’s 2012 publication, Determining Common Requirements for National Health Insurance Information Systems, to provide additional information on:
- why system requirements are important
- the methodology for documenting work process flows and determining system requirements
- how stakeholders may utilize common requirements as a building block to accelerate development and/or implementation of health insurance technologies.
The IT in Support of Health Insurance Information Systems learning exchange, held in Kathmandu, Nepal in June 2019, was instrumental in extending the work of the Data Foundations collaborative, with a specific focus on health insurance information systems.
Representatives from Cambodia, India, Indonesia, Kenya, Malaysia, Nepal, Nigeria, Peru, and South Korea participated in the June 2019 exchange, with the support of technical facilitators from PATH, GIZ, the Clinton Health Access Initiative, and Wipro.
This document provides an introduction to the development and use of system requirements, which can be used to guide the development of both country-specific and common requirements. In addition, this document provides recommendations to the health insurance community on advancing and refining common requirements over time in order to create a living resource for countries.
Countries can use these common requirements as a starting point to define, design, and implement information systems to support health insurance programs.
