The Power of Collaboration: Identifying solutions to shared health finance challenges

As we concluded 2024, we found ourselves reflecting on the Collaborative on Contracting Organizations for Health-Related Services and how far it has come over the last nine months. Organized by USAID’s Health Systems for Tuberculosis (HS4TB) project, led by Management Sciences for Health (MSH) in partnership with the Joint Learning Network for Universal Health Coverage (JLN), we have convened 40 participants from 12 countries in 4 virtual meetings and one in-person gathering in India. Country members are keen to learn about government-led health contracting: hiring not-for-profit (NGO and CSO) and/or for-profit organizations for specific health or other health-related services using a country’s own procurement systems and domestic funds. It is an essential element in mixed (public plus private) health systems where the public sector can leverage the skill sets and engage diverse health system actors, resulting in a more sustainable health system.

JLN FOUNDATIONAL REFORMS FOR FINANCING AND DELIVERY OF PHC COLLABORATIVE

The Primary Health Care (PHC) Foundational Reforms Collaborative held its final in-person
meeting in Jakarta, Indonesia between September 24 and 26, 2025 bringing together
members from eleven countries1
. Over the course of three days, participants validated
three collaborative knowledge products:
(1) resource allocation strategies,
(2) provider autonomy and accountability mechanisms
(3) Country profiles on PHC financing and service delivery for Burkina Faso, Ethiopia,
Indonesia and Philippines.

Policy Brief: Revision of Health Benefits Packages

Policy Brief: Revision of Health Benefits Packages Universal Health Coverage (UHC) ensures access to essential health services without financial hardship. A core policy instrument to achieve UHC is a well-defined Health Benefits Package (HBP). HBPs outline covered services, cost-sharing arrangements, and eligible beneficiaries. They guide service delivery, resource allocation (human resources, provider payments, procurement, budgeting) and public acceptability that drives the active membership. HBPs are not static and require regular revisions to adapt to evolving health needs (changing disease burdens, new technologies), fluctuating budgets, and implementation challenges.
